  • Paypal account for 30 USD ?

there is a Lebanese guy claiming that he can get us a Paypal account for 30 USD (his name is georges) and he advertising his services on ElMazad,

Anybody tried dealing with him?

I don't know him. However I heard a rumor that a bank is capable of opening paypal accounts not sure which one and I'm trying to find out. (Not even sure if it's true)
He claims that it's fully functional.

I have a paypal account and a stripe account too, so I can take card payments.
It takes like 10 minutes, if not less, to set up a Paypal account. I could, in theory, do a business out of it.
But I don't think it's would work very well (except maybe for ripping off desperate Lebanese). If you buy things on ebay, using PayPal, many times (I did not measure the percentage) the seller will only accept to ship to the "registered Paypal address". Since Lebanon is not supported by paypal, there is no way, AFAIK, to register a Lebanese address.
Often, even if you are using your credit card they will also only accept to ship to your credit card address.
So this might be the beginning, not the end of your problems :)
I think that MailBoxes Etc and some other companies offer services where you can use their (US) credit card to ship to a US mailbox and they will forward it to you.
If you try the paypal thing, let us know how it goes.
On ebay sometimes it shows, ships to Lebanon.
I still don't know how one could add funds to it, our credit cards won't work.
Probably he means if someone sends money to your account then you can spend it, or by selling things online.
Edit: i remember optimum-lb had this kind of service, but they stopped it. They were either detected by the system, or things didn't go smooth.
Anyone with PayPal can send money to your account.
Of course they need to have some US dollars in their account first, and if you're not in the US it's a bit tricky.
I am buying from ebay through paypal through iship.
1- You need to have a credit card ( I have an esurf Master card)
2- Open an account with Iship they charge 10$ for every transaction for less than 100$ if more then 10%
3- Open an account on ebay and put your Lebanese address
4- Once you chose a an item on ebay contact the seller by email and ask if he ships to Lebanon
5- Once you chose go to Iship website and follow the instruction, they pay for you
6- Once payment is made seller must ship to your Lebanese address..

Somebody posted in another thread about this, and was asking for opinions. You should be able to find it using the search page (with my answer as well).
Anyway I'm curious, so I went to the facebook page for this service, and posted a question:
I have some questions:
1 - What do I do if a seller only accepts to ship to my paypal address? Surely you can't have a paypal address in Lebanon, as the country is not supported by Paypal. What address do you use?
2 - How would I recharge my Paypal account? I don't think you can use Lebanese bank accounts or cards. You mention providing an "international card", but how exactly does it work to get my money in there?

This is a complete bullcrap
Just make a virtual credit card(entropay.com) select any country other than usa( I advice you to choose china, easiest way to verify it without a headache), add the card their, wait the PPcode to appear on the VCC statement, enter the code in PP,and you got a paypal account....
But... entropay fees are VERY high....

All VCCs have charging fees and you"ll end up paying these fees when u want to upload money to your "verified" paypal account since it is impossible to link it to your lebanese card.

I think you can get a verified chinese account using unionpay card from francabank, i didnt try it yet but already ordered the card. If that work, i wouldnt need a VCC anymore.

@Nabz1996 I had problems with entropay before since paypal wouldn't accept entropay payments. I e-mailed them directly and they said that typically entropay isn't officially supported by paypal.
