It could be interpreted and used as such though. In a way, the expression is saying that Lebanon and its capital represent the highest level of civilization in the Middle East. Paris is the capital of Switzerland, after all.
While it doesn't say anything about other countries, it's certainly a show of pride, and it could well be used to belittle our neighbours, certainly not something we try to hide anyway. That's why I think that there's very often a nationalistic sentiment attached to it.
Whether the comparison is accurate or not is a different matter. Obviously some people seem to agree, but I think that Lebanon is far from being a civilized country of that level, is obviously not the most prosperous in the area, and the fact that we're consistently on the brink of civil war doesn't exactly tell me that we're a united people.

No. It would only serve to delude us further. We need to realize where we currently are, before deciding where we want to be, and then figuring out how to get there. If we give ourselves the idea that we're already there, then we won't be going anywhere. However, that doesn't mean that we shouldn't gain inspiration from our fellow Lebanese who brought useful things to the world.
