There are no states in Canada, only provinces. Each province has its shorts and excess in labor. Let's assume Ontario has a short in accountants, then you have a much higher chance being accepted there than any of the other provinces. There are hundreds of thousands of applicants each year, these applicants are screened, filtered. Canada takes only the amount of laborers they need, so make sure you are in the top 20% of the applicants.
You said you didn't qualify according to the online test, but had 250k in assets. If you or your partner liquefy some of those assets and complete a 2 year under(post)grad/doctoral education in any of the provinces you immediately qualify for a permanent residence card followed by a citizenship 4 years later.
Don't expect employers to line up and offer you visas, it just doesn't happen. If you're serious about emigration, you can invest in your (or your partner's) education in Canada for a couple of years and eventually live the Canadian dream.
There are forums online with tons of info. about the selection process, qualifications...etc. But very few people actually put in the effort, the resttry to find an easier way around it. You have to stay up late researching visas, universities, studying for English/French proficiency tests.
Unlike a lot of things in Lebanon, a visa can't be bought. You have to prove to the embassy and most importantly to yourself that you are the best possible candidate and that you will integrate in Canada and not stand out like a sore thumb.
