I think you're wrong you can't "easily find them". I'm sure there are, and there are xenophobes, but it's rare, especially when you stay in big cities.
Depends on where in Europe are as well.
Restrictions in immigration policy are mostly a matter of:
- Controlling joblessness
- Controlling the weight on the state institutions
- Not upsetting the anti-immigration population too much
- Security concerns (police, etc.)
The official "propaganda" from europe and others is that they need skilled immigrants (IT and whatever) but on the ground you will find that most immigrants are unskilled labor. It seems that rich countries are not in a hurry for foreign skilled labour to put their local skilled labour out of work.
They are not in a great hurry to host syrian refugees and other humanitarian cases either.
Lebanon is at the opposite extreme, letting hundreds of thousands in like there is no tomorrow, but not even recognizing their refugee status.
