You just have to go ask them.
They have like a set of options, first will be like late arrival and non trackable delivery, the other will take time also, but you can track it at least, and the last one will arrive in 4-5 days i think and you can track it also.
Although these methods are for sending items,of any sort.
I dont know about letters, but i imagine if you choose the most expensive method to send a letter to somewhere,where it will arrive in 4-5 days and which you can track it,it will still be very cheap compared to sending other items in that method. Cause they charge you by the weight of the item.
Anyway, these are only presumptions.
You should go and ask them, or call them.

Cheapest, non trackable. University sent some papers for an exam 3 weeks ago and they are yet to arrive...
