Yesterday my download speed was varying a lot between 2kB and 250. I went to my modem' s settings and noticed that downstream crc, which is usually between 0 and 4, was 1388. What causes this and are there any fixes?
I have a tp-link TD-W8901G.

you mean downstream crc errors ? if so this is not too high .. maybe you need a better filter as crc errors are mainly related to line noise .
try to hear the phone while downloading to see if there any cricketing or chirping noises .
also try to reboot your router to remove all previous CRC errors and start to examine the errors hours by hours
as a rule :
High Sync + High Errors = Low Throughput (ie. 5mbit Sync, 300kb/s Throughput)
High Sync + Low Errors = High Throughput (ie. 5mbit Sync, 480kb/s Throughput)
Low Sync + Low Errors = High Throughput (ie. 3mbit Sync, 300kb/s Throughput)
Low Sync + High Errors = Very Low Through Put and a problem! (ie. 3mbit Sync, 100kb/s Throughput)
