If you're looking for a free VPN for iOS, I've used the one provided by VPNBook.com before. They have both OpenVPN (more secure, harder to block, requires installing OpenVPN client) and PPTP (less secure, more easily blocked, simpler setup).

VPNBook.com change the VPN login password on about a weekly basis and post it on their site, so you do have to manually update it whenever they do. I hope this helps.
