should we allow small ads from small new Lebanese startups ? just to give a boost for our fellow Lebanese techies and economy in general ?

It has been a constant policy of the forum not to have "ads or self promotion". It is hard to draw a line between personal promotion and just bragging or self-referrals and sometimes one thing can be another thing in disguise. It also puts more workloads on the mods to moderate that, and in some cases, ads and promotion are a good thing, as you pointed out.
Sometimes members are also unaware about this rule, or forget.
We all agree that we want no spam here, but for self-promotion similar what you described, I suggest the of creating a new forum dedicated forum to that, where the rule against self-promotion would not apply.
I understand that the mod would not want to have too many forums, the list is already fairly long, yet I still believe a formula can be found. This hypothetical forum could also be reserved for things such as exchanging games and selling stuff.

i don't mean spamming or bragging , i meant there is a lot of young Lebanese tech entrepreneurs that might need a push , especially in a respected forum like here .
as for me , i don't mind sharing anything that might help these guys on any social media outlet

We don't allow advertisements of any kind here, and I don't see why we should make any exception for tech entrepreneurs. The main reason is to avoid spamming and degrading the quality of the posts.
On the other hand, we'd like to help our members. Active members get to talk about their work at one point or another. If you build your reputation in this community, your venture will get its promotion. That's why we tolerate that you keep your URL in your profile.
