I don't know what happened in the last hour but I noticed alot of lost packets and went to check my modem to find

Note that the down SN margin Fluctuates between 1 and 10 ! it reached 1 I swear and that's insanely low, the SN margin was like 22 couple hours ago , until suddenly the bandwith changed ! I dont know why I have 740 / 4.396 while I am subscribed to 2M not 4M
I used to have 540/2400 why did it increase ? I used to have this problem a year ago , when my bandwith was 4300 and when they decreased it to 2400 everything went good
My ping to 8.8.8.8 now increased from 68 to 110
My questions are , who does assign the bandwidth number ? I told support guy(cyberia) what does the bandwidth number imply ? he told me that this is how much I can handle not how much I am getting
is this true ? why did my bandwidth suddenly increase when the support insisted that they didn't change anything
and why did it affect the SN margin
Note that I have done the needed troubleshooting and removed all the phones and electic devices , the numbers shown up are the best numbers I got
