They accept Lebanese credit cards and shipping works too. If you have any problems, email their customer service and they will often fix the issue or offer you a refund or discount in case there was a problem. Virtual mailboxes are only needed for items that cannot be shipped outside the US, like most electronics.

Does the card work for teenagers/underage people?
You should be 12 years old to get a card like this, one of your parents can get it for you anyway, it won't be registered to your name in any way. This is the reply I got from amazon concerning VISA Electron (prepaid) cards:

Yes, the Visa Electron will work on Amazon.com, however shipping electronic items from the US won't always work, they have laws against it. You'll be able to see this by putting the item you want in the basket and then going through the checkout process, if it stops when you choose your address it means that it won't be able to be shipped, you'll get an error message saying, " We're sorry. This item can't be shipped to your selected destination. You may either change the shipping address or delete the item from your order."
The other way you will be able to order a graphics card is through Amazon.co.uk, I think their laws allow electronics to be shipped as I myself ran into a few issues with ordering a phone and trying to get it to be delivered to South Africa I had to do it through Amazon.co.uk instead of Amazon.com.
If it still does not work, there is the option of using a freight forwarder, however with a freight forwarder once the package is delivered to the freight forwarder Amazon is no longer responsible for the delivery of the item.
