I'm assuming that your employees are not as productive as they should be and that you are attributing this lack of productivity to spending time on IM and social media.
Procrastination is a sign of a deeper problem, blocking access to these websites will only make your employees look for other time-wasters. The employees are either bored/disengaged/uninterested or aren't qualified enough to accomplish the task at hand. The former situation can be resolved by making their tasks more challenging (enabling
flow), the latter is dealt with by training or better hiring practices. Naturally, your particular situation could be far more complex than I am anticipating, and a more contrasted assessment could be needed.
