Yes, in the law you should pass in the French test to be accepted in the 3rd year, but it's really easy. If you just show up to every French session, you will pass easily. Believe me, the language will be your last concern.
LU is the best? I can't answer that, but I can confidently say it's the hardest. It has a great reputation in the country, especially the Engineering Faculty. Anyway, you shouldn't care about the best college in Lebanon, what makes you successful is you, and your everlasting hard work toward being the best, you'll get kicked out of any job if you applied with an AUB or a LU degree and you didn't perform as they wanted.
As for the Labs, they are good. You get a couple of hours per week for the first two year, and then it's around 6hrs/week. I can't judge the labs since I haven't been to any other universities, but they are OK. As for the Petro-Chemical labs, I can't tell... This is the first year that they open this specialty, and the students should start their labs in 2 weeks. But I read that they spent some big amounts of money in preparing these labs for the new specialty. Yeah, and btw, they upgraded the PCs labs this year, they got some really powerful i7 computers, and some sweet widescreen LCDs. In addition you'll have a library, a cafeteria, and a ping-pong room :)
