Anybody know where to get Borderlands 2 on PC in Beirut? Someone basically convinced me to get it and play it with him online, so a PS3 version won't do. And downloading that from Steam is a no-no since it's about 6 GB!

like others suggested, take the updated game files from a friend, and buy a steam key, it will cost you much less, I doubt you will find the retail game anywhere in Lebanon and if you do it will be very expensive, you can get the CD key from CJS for 15$:
