The person offering the gift can arbitrarily choose who the recipient is. The gift are not necessarily given in a first-come first-served basis, but hopefully the gifter will give priority to someone who has gifted before (or is currently gifting).

I can give away desktops and laptops, not suitable for gaming, but for people who have kids learning computing at school and can't afford to buy one. If their homes are somewhere near Dekwaneh, will provide support for as many times as needed for free.
