I am planning on visiting Lebanon, and wanted to know if it is possible to use Skype to call internationally, and also have someone out of the country call my cellular using Skype.
I read in several places that there are problems with doing this, so I would be grateful if someone could help me.
Of course, the calls will be from PC-to-phone, and not PC-to-PC.

Outgoing PC to phone calls are blocked in Lebanon. You can get around this by using a VPN.
Someone out of country calling your Lebanese cell PC to phone should work... let me test it now. OK, I logged into netherlands through VPN and called my Lebanese cell and it would not ring on either end. No busy signal either, just silence. Then I called my wife's phone and it rang and she answered. She has alfa and I have mtc, so that may be the reason (or it might just be bad reception in the house here.
