I'm looking for some answers from ISPs here.
What's the main reason you dont have 'unlimited' or 'full speed' network inside the ISP itself, or even only within ISPs very local area.
The only reasons I can think of is if your internal bandwidth is also limited. Can anyone enlighten me?
Example;
User1 in Mansourieh with VISP
User2 in Mansourieh with VISP
Why wouldn't we allow no limitation (except ADSL's limitation) between these two users?

barhom - in Lebanon internal bandwidth also scarce resource. Because country lack proper infrastructure yet, sometimes local connectivity (in some areas) more expensive than international bandwidth.

nuclearcat is right but even if the infrastructure is very good it doesnt make sense to use it free of charge for networking between users
i used to play counter strike and do voip calls with friends from my village and nearby villages using the resellers networks without even subscribing to their service,i think internet users was suffering back then ;)
