Hi,
I am pretty sure that my PSU (thermaltake smart 730w) is dying. I bought it 4 months ago from pcandparts. It is making annoying sounds when in use and when I turn off/on the PC. Do you think pcandparts would refund it ?

As long as it's under warranty they should, and they are very cooperative at that. I bought a defective TV from them that started showing pink haze few months later and they were more than willing to take it back. Fire them an E-mail with your receipt number included.
My PSU was also making loud noise months ago and i kept using it then last month it exploded destroying the CPU and one of the Hard Drives so better unplug it and use a generic cheap one until you sort it out with PcandParts.

It's more like a whistling noise.

its normal nothing is defective, SMPS uses high frequency to drive the mosfets and transformers so it makes this high pitched sound from the transformer and some coils all PSUs make this sound but you can barely hear the sound if its a high quality one.
if you have a laptop adapter put it near your ear and you should hear the same sound its just the way these things work.

Many people said that a psu making this sound will die and destroy all the others parts.

to make it clear the psu is not bad, it maybe it has a defective transformer and by defective i mean maybe it has a loose core that makes this sound but its still safe to use.
how loud is the sound?

It is not the sound that annoys me but the fact that the psu may destroy my gpu/cpu. I hear the sound randomly, I can't pick out a specific situation. Sometimes I hear the sound and sometimes not. If you are sure that it is normal I will keep it.

no i am not telling you to keep it, 90% of the times it is safe, but still there is 10% chance that its something else that i can' t know from the sound only and the PSU may fail soon.
ask pcandparts for a replacement if they refused then you can still use it safely it may work like that for years.
and for it damaging your components if it fails, you'll never know any power supply have a chance of failure and very very few cases did the PSU damage components if its of good quality since the output stage is isolated from mains voltage and the voltages are determined mainly by transformers so the chances of high voltages that could damage components are very low but are still there for any PSU.
