I recommend you generally avoid using TVs as monitors
except if they come with a PC-specific DVI or HDMI port. Problems with EDIDs, overscan, sharpness, etc...can be overwhelming and I've generally given up on trying to make things work properly with my E420D HDTV.
I don't know much about what TV / monitor combos are available, but I can recommend the LG IPS234V on pcandparts for $170 + VAT, as a monitor.

Hauppauge WinTV-HVR2250 OEM that I'm willing to sell, barely used as I had expected it to work with digital TV but it doesn't. It's an excellent analog TV Tuner that works with terrestrial TV and has composite and S-Video inputs. I got this TV tuner from Amazon for around $100. It works over PCI-Express. Would you be interested? Do note that this TV tuner should be much superior to most / any TV Tuners you find on TVs, especially in that price range. It would also allow you to watch TV inside a window, on a second monitor, or record shows directly to your PC. It's dual tuners too (not on composite), so you can watch and record two different channels at the same time.
