I think you're going to have a really hard time trying to get this project accepted/adopted unless you find someone (or some more established business) to sponsor you. You could also consider selling this and/or your services for a company willing to market this. From my point of view, you want to avoid dealing with the government as much as you can. It's all political and about connections and crap like this. And it's not just Lebanon, every country has similar problems. (Although it can be particularly painful in Lebanon).
That being said, I think it's great that people are actively working on solving the traffic jam problem in Lebanon. I think there's something to be done by the hacker community. The best solution I found had a completely different approach. Check out
Waze. It's your standard GPS mobile app but it gives users the opportunity to leave notifications for other users. So you would look at the map and get notifs like:
- High traffic on road X - 25 mins ago
- Car accident blocking the street on road Y - 12 mins ago
- Police check point here - 1h ago
It's also great at finding alternative routes if there's something you want to explicitly avoid.
