The graphics cards that he has chose in both cases are
too weak for such a budget.
The CPU is
overkill for such graphics cards. You can go i5 3570 and a much more powerful graphics card for less money.
Building a PC doesn't really need experience; it's like building Lego. The hardest part is applying the cooler to the CPU, and even that you can do after 1 or 2 times like second nature. Anyways, if you find you can't build it, we here can help you out.

The GT630 is laughable. For $935, you could easily fit an HD7850 / 7870, and I almost fit an HD7950, if it wasn't for my friend's decision to get a Blu-ray burner and break the budget over $900. We also paid a high rate for customs, which further raised the price. They haven't even benched the GT630, it's disgraceful. I found comparisons between the GT640 and
HD7850,
HD7870, and
HD7950.
Specs of
GT630 vs.
GT640, the GT640 eats it for breakfast. It has
4 times the number of cores at similar speeds, and beefed up specs everywhere else. You could expect
at least twice or three times the gaming performance, I believe. The GT630 seems not to be appreciated much over the Intel integrated graphics on the new CPUs, which are more powerful than before.
It isn't even funny.
Expect even better performance from the AMD cards, as these benchmarks seem to have been done before AMD released drivers in October which further increased performance anywhere between 5-7-15% in some games, flipping the tables and making the 7970GHz card the mostly faster card when compared to the flagship GTX680, for example.
Note that these are at STOCK. All the AMD cards I have mentioned typically overclock 20% by moving a slider or two, and
30-40% by overvolting and heavy overclocking. Meanwhile, the 650Ti and 630
barely manage any overclocking (you
might want to overclock later on, keep that in mind).
Then, read about the recommended CPUs for gaming in general and tell me what you find.

Best advice I can give you is to
forget about the systems you have mentioned, because once you see what has been built for such prices, you'll regret the decision. Take your time and you'll strike a good balance system.
