I'd say shave the SSD if you're over budget and you cannot possibly go over budget. If you can, then keep it.
There's not a major difference between e-IPS monitors and TN monitors. Both are limited to 6-bit + FRC (dithering), so they cannot show all 16.7 million colors natively. e-IPS's response times should be close to TN (but not better), but the viewing angles (especially vertical) are much better (though nowhere near true IPS monitors such as the Apple Cinema Display).
Another advantage is that this e-IPS monitor is more likely to come with colors not far off from the required colors. As in, it's more accurate than other TNs I've tried out-of-the-box. Calibrating this screen removed a slight tint that was MUCH fainter than other TN panels I've calibrated.
