As they would need to actually lie and say that the salary amount is included in the NSSF. [which could cause the company huge legal troubles if it was audited].
As Omar said, it should not exceed 33% of your salary (after they deduce loans).
So for the full amount, your salary would need to be around 3000$ (or 4 500 000LL) after all loans are deducted and it should not exceed 6 500 000LL.
I am not sure you can apply with your fiancee, with your wife you can. In any case it is better if you manage without it as you would leave the other partner free to take a car or personal loan later on :)
I had researched housing loans a lot in lebanon, and I bought my house (recently) through a private bank house loan (not iskan).
Other option is to to take from Bank of Housing (
http://www.banque-habitat.com.lb/) but it has its own set of rules:
- Max 80% of house value
- No limit on amount or salary
- Variable yearly interest rate based on funds.
It all comes down to the house value, your salary and in how much time you will repay.
