Can everyone share which exchange service they are using? Most of them either are asking for paypal only or don't support Lebanon at all, others need a long process of verification!
or if there's a list of people somewhere who are willing to buy/sell bitcoin by meeting at a coffee place or something.

Bitsane or Hitbtc, I can't recall.
They also refused a transaction from Okpay iirc.

This was on my brother's account, not mine.

I'd like to buy a small quantity of bitcoin to get started, but I've been refused on all the global exchange websites I tried. And localbitcoins seems to have higher prices than everywhere else.

You can receive money from Skrill but can you buy bitcoins from Skrill with your Audi Account ?

Tried to do add funds but it didn't work. Maybe it's banned now ?

Audi doesn't "like" skrill, you will get a phone call informing you NOT to do it again.
