I would like to take your advice about building a desktop for graphic design purposes and on which specs to focus on and how much money should be spent for it?

What program will you be using? You can build a case for as cheap as $600 to a thousand dollars.
Flash Animation, Dreamweaver, Photoshop, Illustrator and might be used sometimes for Video Editing ... Any specs ?

Thank you guys for your answers.The budget is around 1000$. So, what you are saying that things that matter the most are the RAMs and an updated CPU but what I would like to ask is that which role does a graphic card plays in such applications ?
It helps to take some load off the CPU and help it render faster.

Based on your budget you have to go entry level
With that budget, a high-end consumer graphics card (GeForce / Radeon) might be a better idea than an entry-level workstation card. Depends on workload and numbers.
