Can we still get the apk? or is the app totally shut down?

"as much as i know", (am not a developer), even if you get the apk you won't have access to the DB, because it used to be stored on a server and its removed now.

Bummer, any similar app available? My dad has an old car in his name, I want to know if it still exists and if it has any tickets on it.

Yep, I had access to it for a while too. I am pretty sure it's somewhere on one of my HDDs.

this is app requires some unusual permissions, recommendation DO NOT INSTALL ALL YOUR DATA WILL BE COMPROMISED.
btw try to crack it through freedom no luck they have done something to check if freedom is installed am working to bypass this section am pretty sure freedom can do the trick with this app/
