I think the real question is can a CS major student with a Masters degree (i.e 5 years of study) get a license to practice the engineering profession
(ترخيص بمزاولة مهنة الهندسة) from the Ministry of Labor and Transportation (وزارة الأشغال العامة والنقل)? If yes, then he/she can get into the syndicate. Here's my analysis as to why:
To get into the syndicate, the applicant must have acquired the license to practice the engineering profession:

Points 5, 6 and 7 (if applicable) are the deal-breakers; it is fundamental that the degree says "engineering" on it (this I confirmed with the Ministry when I asked during my application, she said "as long as the degree says engineering on it, and is issued by an accredited university (see list
