C2D E4600 2.4GHz ? check it using CPUID, if it's a M0 core then you can OC to 3.2GHz without any voltage increase with intel's stock cooler , i did that before and get it to 3.63GHz max "with a bigger cooler and more vcore" !
if it is M0 E4xxx then:
1. make sure your motherboard support the 1066 FSB
2. make sure you have a good PSU quality
3. rise your FSB from 200 to 266 from the BIOS
4. set memory divider in BIOS to 3/2 if you have 800MHz RAM, 5/4 if you have 667MHz RAM
5. prime it and keep your eyes on the temps, M0's max safe temp is 73.3c
6. if it runs hotter, get a bigger HSF or decrease your FSB to 250 for 3GHz
if your motherboard doesn't support OC'ing then it requires hardware modding to OC it to 3.2GH
