Actually, if you download an older version of google maps for android (the ones just before the offline maps feature), you zoom in on a specific location (let's say downtown beirut for example) and select precache area, which is basically the same as offline maps, but except that it saves 10 miles around the location, not more.
To enable it:
1) Download an old google maps app if your version is newer that 6.6.0 (from here

2) Install it (after enabling install from exterior sources in your phone settings)
3) Open the app then go into Settings/Labs and enable "Precache map area"
4) Zoom in on the area you want the map off, long click somewhere on the map, click on the location that opens up and select precache map area, and you have an offline maps
I think you can do this for several areas, so you can eventually have an offline map of all Lebanon. You manage your offline maps in Settings/Cache
