It is certainly a very annoying issue to have your desktop icons to automatically rearrange themselves to the left of your desktop after refreshing or restarting your computer. Or the Folder Views reset to list after you, set them a hundred times to another view.
I certainly was !! And to make it worse, tired of all the "try to un-tick the auto-arrange" suggestions. One solution might be by creating a new profile. However if you rather try and fix the issue, here is what to do.
The problem results from an expected shutdown of your computer, that damages and corrupts the part of your user profile which is responsible for saving such settings as the icons positions and folder views.
Download any registry cleaner software, install it, run the cleaner. After the scan is complete delete the damaged files.
Try to move any icon on your desktop, refresh, the icon should stay right where you set it to be.
Registry Cleaner software such as RegAce and Complete Registry Cleaner can be download using torrent. Others can be download from anywhere on the net.

No i don't suggest using registry cleaners because they actually make more damage your pc then making it better
