That's not the correct reason. They have raises since 2010 that they didn't get yet, add to that the raise for all employee that happened recently, and still all public workers didn't get, including those teacher that work in public schools and in charge of correcting the exams.
More to add, that there have been meetings and they got promises that they will get their money soon.
