i think it is some kind of machine that runs over the internet you will have to buy credits though but it's very cheap. Sadly I forgot the device name, but if i remember i will post it here, as far as i remember the machine has few ports on the back side it had 2 for the internet i think and 2 for the phone. Try to go to any of those shops and see the device name :D it's usually near their router

remember - thats illegal, and in Lebanon you need really very very good "wasta".
Ogero and ISF are usually hunting for such places who don't have "cover".

I don't know exactly but do you mean vonage? try searching google for vonage voip

There are such devices. Some call centers also buy from VOIP providers . There is a whole market for VOIP routes - but I think this whole business is illegal.
Anyway I can't help you more at this point. I worked a short period for a company that worked in that field, but I understood that they don't sell anything inside Lebanon because it is illegal, but other do.
If I get in touch by chance with someone who worked there, I'll get you more information.
But anyway, at the rate of 500LL / min you should still be able to do make some benefits with end-user, personal products, such as that little box that someone above described, or Skype. Personally, I use Google Voice for international calls, they have good rates but they're not very reliable. I also bought some credit with Fring.
If you want to use Skype for 5 persons, I'm guessing you can buy a PC, fit it with 5 sound cards, run multiple instances of Skype (google it, it should be possible), setting each to use a different sound input and output. Then you need to find a way to connect a phone to the microphone input and speaker output from a sound card. You'll need a good connection with that too (DSL).

There are handy phones for skype too. I used to have one, it wasn't that good but that was around 5 years ago. Im sure models have improved.

you can use skype, vonage, magicjack, Linksys...
only advice i can give is that you should choose your ISP wisely, the MOT (minister of telecom) have a strict policy about VOIP services and it's illegal, therefor they are blocking all voice traffic and it applies to all ISP's, however most of the isp are using VPN (some of them had satellite links that doesn't goes through MOT/ogero firewalls but they where shutted down) to bypass this restriction what makes the service bit unstable, so my advice is go for ADSL connection and a VPN subscription (it cost 40$ max per year)
(don't get blinded by the unlimited traffic thingy with cable provider, once you reach a certain limit they mark you as an abuser and they lower your speed limit which affect your service)
NuclearVision
Yea like nuclearcat said the police could ban you for that, it is considered illegal.
nuclearcat
Not ban, they throw in jail.
