does using proxy plays a major role in solving lag issue or it's our ISP, or There are a number of other factors too which are in the end connected to the ISP system and need to be managed from their end on the other hand proxy relies on ports and several games use several ports range, that's another issue for finding ports for ip; the main Confusion I'm facing is that playing a free steam games don't lag properly while using cracked games like sniper elite v1 lag reaching 1900 296000 yes laugh on that, so is it a crack problem.

VPN, for instance, assures that your traffic is routed over a specific location. Connecting to a supernode in the UK, when your latency to UK is 100ms, and your friend's latency is 100ms, would allow you to have latency (two-way) of 200ms to your friend, which is the same latency as playing on a server-hosted game like Battlefield 3 with a latency of 100ms to the server. However, as long as all your connections are routed over satellite, and over the retarded local network (of course), then your latency may not change at all.
If you want to play with a friend who is behind Ogero, and you are behind another ISP like Cyberia, IDM, Terranet, Sodetel, Wise, etc... then peering is not supported. It means that you cannot connect directly to that person if a game uses P2P (Call of Duty uses both server and P2P technology). This means that your latency would be affected by the route that traffic would take. If you use a VPN, and assure a route that has LESS latency than the default route taken, then yes you would have lower latencies.
For server based games, VPN is not what you're looking for. I don't know much about proxies, so I cannot comment. Hope this helps.

To add on what Yasamoka said, sometimes the latency isn't only affected on our side, but on the server side as well. In other words, if the quality of the servers isn't all that good, or the server location is way far, then you will get a bad latency. For example, I played WoW on a US Server, latency used to be 400-500ms (Good Quality, Long Distance). When I switched to forsaken world which was European, I had the same latency 400-500ms (Bad Quality, Short Distance). However, in RIFT and Star wars the old republic, I had a latency of 130ms playing on European servers (Good Quality, Short Distance). So you see, the quality of servers is just as important.
