So the pppoe doesn't determine speed , you need an active dsl connection for the pppoe to work

two things determine the speed, the line speed set from DSLAM, this is the "Pipe" and the PPPOE account speed from ISP is the "Flow".
so when ogero set line speed from DSLAM to 10 Mbps and your ISP set PPPOE account speed to 2 Mbps, you will get 2 Mbps, another scenario, when an ISP set your speed to 2 Mbps and ogero capped your line to 1 Mbps.
