Hmm, how about a stripped down
Linutopdevice? According to the website, it goes for 280€, and should be easy enough to use for anyone, granted they use it solely for Skype/web browsing. It's also so small, it would easily be portable and connect to most available screens.
You can also take a look at
ASUS Eee Videophone Aiguru SV1 (also has a tactile "touch" version). It should cost around 260-280$ and as the owner of a EeePC I can tell you ASUS knows how to make these things.
Finally modern Atom laptops should sell for similar prices and are more than capable of running Skype.
All these prices should be rounded up considering that the products may be more difficult to get in Lebanon. It's still more expensive than the above mentioned Android handheld devices (you can usually get for 150 - 200$).
Personally, I would go with the Asus Videophone, but clearly that's not the cheapest option.
