what kind of processor and graphic card can i get together for a 200$ budget ? and will i be able to play and record with no lag and render videos fast ? im on windows 7 32 bit with 4gb ddr2 .

What kind of videos are you rendering? What software do you use? Which is more important for you, a powerful processor or a powerful graphics card? Play what? And why are you running 32-bit on 4gb ram? Once you get a dedicated graphics card, the amount of usable system ram will decrease.

We need to know more details about what you need the hardware for before we can give suitable advice.

i render HD 720p videos in wmv format thats 1gb for 10 mins (gameplay videos i render with sony vegas 9) i also play games like skyrim , assasins creed revelations you get the point i also record with fraps , im using a 32bit system on 4gb of ram because windows 64 bits is slower than windows 32 bit , thanks for your reply .

i cannot give the exact price, but the difference between i5 and i3 almost a 100$ according to my price list.

at 200$ you can't wish to buy anything that good for what you need

i doubt that even with such a budget in US stores you will be able to get anything good

i.e. save up your money and then just buy something that is worth it.

You can't get anything decent with 200$ and DDR2 ram.
What you can get is an i3 2100 LGA 1155 processor with ECS H61 and 4GB 1333MHz Kingston DDR3 ram for about 231$ (120$ for the CPU , 65$ for the motherboard and 24$ for the ram(Note the these prices still need VAT and shipping to be calculated.)
That's the best thing you can get.
What I would recommend you to get is:
i7 2600 CPU with Intel DP67BG motherboard with 8GB of ram and 64-bit Windows. This should cost about 588$ (306$ for the CPU 24*2 for the ram and 179$ for the board)
