I don't know much but I guess it's like any OS, when you delete a file what is really being deleted is the pointer to the file in the file index, not the file data itself. In desktop OSes there are software tools to recover data after it has been (normally) deleted. I do not know of any such tools for mobile devices, if this is possible it seems to be something that hat to be done by a mobile phone technician. Also if your friend used his device since, for example took photos and videos it is likely that the deleted data has been overwritten with new data, hence is lost forever. If he's really serious about recovering the data he should stop using his phone at once and try to find a data recovery specialist AFAIK.
