We were going to outsource our first few projects through a team in Mumbai whom we contacted and recommended we fly in for an orientation for our future relation and current projects. They even recommended their cousins that work in Dubai/Qatar and said they would move out to Beirut for a better package. I really much rather work with Lebanese developers but I have gotten no response online or offline so far.

if you were considering having a team from India, why bother posting?
The community here is large, but not large enough, if you were serious you should send mass emails, or some small ads.
And when you say"outsource" this means, you just have some projects that you "think" might do a revenue but do not have the clear business plan for a company that would need full salaried employees, NSSF, etc. not just what can I do with 20k USD and 3 months.
When we were hiring we sent a bunch of emails "spam", and we got tons of CVs.
Mobile Dev are a bit hard to find in Lebanon, and I usually do not recommend outsourcing to anyone, we faced a lot of problems and difficulties doing so even with major companies (India, Us, etc..).
If you really want and can afford to open a "real" comapny in Lebanon here are some facts you should know:
- the "good" talent you are asking for with experience will cost you 2-3k USD/ month and they require NSSF, no one works as contractual any more.
- the actually good thing you can do, is hire juniors, good junior, you pay a good salary not a large one. you waste one month and developers tend to learn fast under pressure and of course with a raise in 3months away they will learn :) and you got yourself a good company.
